Quality traffic data is essential for transportation program and project development. And to produce quality traffic data, robust tools in data processing and quality control are essential. To meet freight transportation needs, infrastructure (pavement and bridge) preservation needs, weight enforcement needs, an integrated traffic data analysis tool with both data quality control functions and data visualization capabilities is to be designed with ease of use by all agencies. Fundamentally, the designed tool is to be a user friendly web-based processor handling truck Weigh-In-Motion (WIM) and other traffic data and generating quality data to meet with pavement design needs, freight analysis, truck weight and load trend analysis and other needs.
The objective of this proposed project is to develop an on-line user friendly truck WIM data tool where it offers data quality review and control functions, data visualization capabilities and analysis, and data output controls to meet pavement design, freight analysis, and truck weight and load trend analysis.
TASKS: Task I: Evaluate existing legacy systems to determine area needing improvement 1.Identify strength and weakness of current systems 2. Explore new data storage options such as clouding processing 3. Identify new functional needs Task II: Develop in-depth system requirements to: 1.Accommodate various traffic data formats 2. Validate data validity 3. Acceptable calibration features to assure data quality 4. Provide diverse query on data 5. Export data in formats that will accommodate standard software 6. Analyze refined data using proven statistical methods 7. Link data to various roadways 8. Associate corresponding data with land use and related developmental impacts 9. Graphically display using universal GIS standard requirements Task III: Establishing an on-Line user friendly Data Tool to Generate Appropriate Reports and Outputs 1. Highway specific estimates of truck volumes and loadings 2. Heavy vehicle highway travel monthly trend 3: Axle loading trend 4. Highway ton-miles of freight moved each month 5. Flow maps linking all roadways seamlessly locally, regionally and nationally 6. Truck weight road groups locally, regionally and nationally 9. Cluster Analysis capability 7. Load spectra 8. DARWin-ME (MEPDG) inputs 9. Loading trends for bridge stress 10. Speed trends 11. Size & Weight and Enforcement 12. Research
The Federal Highway Administration will serve as the coordinator for this pooled-fund project. State DOTs and local agencies will be solicited for their interest and participation in this project. FHWA will issue a task order contract to the support services contractor to conduct the project. Periodic reviews will be arranged to keep participating states and agencies up-to-date on current developments. A waiver has been requested for 100% SP&R Approval Deliverable: A final product for use by all States in the pooled-fund plus optional accessibility use by other States and public. Estimated duration of web-based traffic data visualization and analysis tools upgrade development pooled fund: 1.5 to 2 years Payoff: Potential and Implementation Plan: The proposed tool will help State highway agencies to meet the truck traffic data needs in 1) implementing the new pavement design methodology, 2) develop state freight strategic plans, and 3) enhance truck size and weight program to efficiently utilize the infrastructure facilities.
