A transportation research program conducted primarily by the Land Grant Universities of the New England states. This study was followed by SPR-3(029) and later on by SPR-3(089).
To pool the financial, professional, and academic resources of the region and to focus those resources on the research and development of substantially improved methods for dealing with the common problems associated with the construction, rehabilitation, reconstruction, and operation of the highway system in New England.
To conduct various NETC research projects, which address priority needs of the New England States as determined annually.
