Study Description

White papers describing the capabilities of SafetyAnalyst are posted at http://www.safetyanalyst.org/.

Objectives

The objective of this study is to develop SafetyAnalyst, a software package for use in the decision-making process to identify and manage a systemwide program of site-specific improvements to enhance highway safety by cost-effective means. The analytical tools being developed as part of the software package include: (1) Network screening to identify sites with promise; (2) Diagnoses of safety problems at specific sites; (3) Selection of appropriate countermeasures; (4) Economic appraisal of candidate improvements; (5) Priority rankings of candidate improvements; and (6) Evaluation of safety improvements.

Scope of Work

This project has two phases. Phase 1 was completed in December 2006 with distribution of an interim version of SafetyAnalyst software to participating pooled-fund States for testing and evaluation. During Phase 2, which extends from January 2007 through September 2008, testing of the interim tools will be completed and user experience with the tools will be assessed. A list of enhancements, prioritized by participating pooled-fund States, will be implemented in a final version of the software. Release of the final version is planned for September 2008.

Comments

Solicitation for Participation in Phase 2 of SafetyAnalyst Development This solicitation invites States to participate in Phase 2 of SafetyAnalyst development. States considering use of SafetyAnalyst are encouraged to participate in this pooled-fund study. Benefits to participating States include: (1) Access to interim versions of the SafetyAnalyst software for testing and evaluation, (2) Technical support and training on interim versions of SafetyAnalyst through September 30, 2008, (3) Opportunity to provide user feedback to enhance the software, (4) Input to prioritization of enhanced capabilities during the second phase of development, and (5) Input to decisions on long-term maintenance, technical support, training, and enhancement of SafetyAnalyst. SafetyAnalyst development is jointly funded by participating pooled-fund States and the Federal Highway Administration. The recommended contribution level is $100,000 per State for Phases 1 and 2 combined, but lesser amounts are accepted. Contributions may be made during Federal Fiscal Years 2007 and 2008. The study is approved for 100 percent SP&R funding. FHWA will host a web conference for States interested in an overview and demonstration of SafetyAnalyst. The 1-1/2 hour web conference is scheduled for Thursday June 21 starting at 11:00 am Eastern, 10:00 am Central, 9:00 am Mountain, and 8:00 am Pacific. States interested in participating in the web conference should RSVP to Ray Krammes, ray.krammes@fhwa.dot.gov, 202-493-3312, by June 15, 2007 in order to receive web conference access information.
