Background

The FHWA has actively sought traveler input on highway and roadway conditions over the years. Three separate surveys were conducted in 2000: Operations and Planning / Environment Survey, Infrastructure Survey, and Federal Lands Survey. Results from these surveys were published in 2000: Moving Ahead: The Public Speaks on Roadways and Transportation in Communities. This year, the five program offices at FHWA Infrastructure, Operations, Planning, Environment, and Realty, Safety, and Federal Lands - have partnered with FHWA Corporate Management to conduct a single comprehensive survey. The proposed survey will use many of the same questions as these earlier surveys to allow for comparison of results over the years. Additional questions will be added to address the breadth of current programs visible to the public and to address current issues in transportation planning and management. For the first time in 2004, FHWA has added a new feature so states have the option to participate in the National TOP Survey by purchasing additional samples - providing greater analytical power at the national level and an opportunity to see how their customer satisfaction data compares with the U.S.

Objectives

The overall objective of the TOP Survey is to provide a reliable measure of traveler's awareness, use, and perceptions of the nation's highway and roadway system and to determine what progress has been made over the years. Results from the research will be used to identify areas for possible improvements that federal and state highway agencies could take to improve the traveling public's satisfaction with the transportation system.

Scope of Work

The National TOP Survey will consist of a survey of more than 2,500 travelers. The sample will be stratified by region of the country and an approximately equal number of interviews will be conducted in each region. In addition, a minimum of 25 interviews will be conducted in each state. This will insure that reliable analysis can be conducted at both the national and subregional level. Data collection will be conducted by telephone. The survey questionnaire will cover a variety of topics and issues including:* General travel characteristics,* Awareness of FHWA and state programs / efforts that affect travelers' ability to travel safely and easily;*Overall satisfaction with travel, as well as satisfaction with specific aspects of travel related to highway infrastructure and roadways, operations, safety, planning, environment, etc.;*Perceptions of the value of the nation's highway system; *Areas / priorities for improvement; and *Respondent demographics.Data collection for the TOP Survey is scheduled for Fall, 2004. It is our goal to release the results of the 2004 TOP Survey early in 2005. It is expected that the TOP Survey will provide a wealth of data that can be used for many years by the FHWA and other interested organizations. TOP Survey results will be used to gauge and track general public perceptions of the nation's transportation planning, infrastructure, safety, operations, and service. Results from the survey will be used to develop a set of easy-to-understand indices of travelers' opinions and perceptions at the national level for future tracking. Results will be translated into a set of Strategic Imperatives - concrete strategies for improvement that federal, state, and local transportation agencies could apply to improve the traveling public's satisfaction with the transportation system.

Comments

Total Dollar Commitments Required: $332,671.09 Federal (for national portion) + 750,000 state (for state add-ons). The requested minimum contribution is $30,000 per state based on 25 states conducting a minimum of 400 samples each. States may contribute to obtain larger samples, at a rate of $3,000 for each additional 100 samples. For example, if a state wants to do 800 interviews, the total contribution would be $42,000.Each state will be able to include approximately 10 questions of their choice, one of which can be an open-ended question. Each participating state will receive as deliverables: a customized report, in-person presentation of the results, data file containing the individual state results, banner tabulations analyzing state results by key customer segments (e.g., demographic groups, area of residence, travel characteristics, etc.).Results from the national study will provide baseline measures of overall system performance. There will be no state-to-state comparisons or peer group rankings. Moreover, individual state data will be kept confidential (i.e., there will be no identifying information in any datasets available for general dissemination that will allow state-to-state comparative analysis).FHWA is asking for an indication of interest by states by 4/30/2004. To be included in the fall data collection cycle, a final decision to participate would be needed by 6/30/2004. A Net Meeting has been tentatively scheduled for 4/20/2004 to provide an update, introduce the first draft of the questionnaire, and answer any questions on the project. The duration of the pooled fund study may be lengthened depending on participation and identified need. **Solicitation expires 06/30/04 (firm).
