To develop and promote a set of analytical tools that guide the decision-making process of identifying "sites with promise" (locations which hold promise for accident reduction), diagnosing safety problems, identifying potential improvements and conducting economic analyses to determine which improvements are most beneficial, and ranking of sites/corridors that should be improved first on a highway network.
