Background

The Watershed Modeling System (WMS) is an integrated hydrologic modeling program that creates a digital representation of a watershed and computes geometric and other model parameters based on topography and other web-based data acquisition tools. The program is capable of running common hydrologic models such as HEC-1, HEC-HMS, TR-20, TR-55 the Rational Method, and the USGS National Streamflow Statistics (NSS) regression equations developed for each state. In addition, a user can export cross sections into the HEC-RAS hydraulic model for analysis. WMS includes a graphical user interface (GUI) to assist with preparing, editing, and running these models as well as viewing the model results. WMS is being used by many state DOTs to take advantage of the ever growing amount of terrain and land use data being made available to them from web based and other sources to develop accurate and reproducible hydrologic models. WMS also drastically reduces the amount of time needed to perform complicated hydrologic watershed analysis that are prepared using common hydrologic models. Use of the program saves Federal and State DOTs time and money in preparing reliable hydrologic analyses. In the past, FHWA has been the sole source of funds to pay for the license agreement with the program developer, Aquaveo, LLC. The current licensing agreement provides full access to the hydrologic and hydraulic modeling capabilities required by most State Departments of Transportation. Equivalent licenses obtained individually would cost more than $5000 per user.

Objectives

The objective of these pooled funds is to re-new the WMS license agreement for another five years and continue to provide licenses of the software to all Federal and State Department of Transportation employees.

Scope of Work

The Federal Highway Administration will serve as the coordinator for this pooled-fund project. State DOT's will be solicited for their interest and participation in renewing the free WMS license to State DOT employees.
