To provide highway owners with independent, scientifically based product evaluation findings on new and innovative technologies by taking full advantage of the HITEC group evaluation process. The data will be generated by a performance-based evaluation, focused on issues generated by vendor claims. The evaluations will be both comprehensive and detailed, to enable highway owners to make sound purchasing decisions. The evaluations verify performance and feed the development of specifications in new technology areas and address other implementation barriers that are preventing the use of new products. Studies will be conducted on sign retroreflectometers, soil stabilizers/dust suppressants, adaptive traffic control systems, fiber reinforced polymer systems for concrete structure repair and strengthening, alternative material dowel bars for rigid pavement joints, fiber reinforced polymer composite bridge decks, and storm water runoff treatment systems.
